Who determined the referendum amount and what was that based upon?

A citizen advisory panel was convened to conduct a rigorous review of the school district's finances and make recommendations affecting future school funding. In October 2005, the school board convened the Fiscal Action Team, comprised of volunteers with backgrounds in law, finance, and accounting, as well as involved community members.

This group spent six weeks reviewing District 90's revenues, expenses and five-year financial projections.

In November, they concluded that District 90 should maintain the quality of its instructional programs and that drastic cuts would undermine the award-winning education children receive, and homebuyers seek out, in River Forest. They recommended a 32.5 cent increase per $100 of assessed valuation.

After lengthy deliberations, the school board concluded that tight fiscal management would allow them to preserve and maintain the quality of education for a five year period with an increase of only 27.5 cents per $100 of assessed valuation.
