Why do we need a referendum now?

Many River Forest residents don't realize that state-mandated tax caps prevent River Forest (District 90) schools from benefiting from additional funding from property value increases.

District 90, and other local government bodies in Cook County, only can increase revenues by the lesser amount of the CPI (Consumer Price Index) or 5%. Under tax caps, school districts must put a referendum on the ballot to increase school funding. Typically, a school district operating under tax caps will go to referendum every four to five years.

The last referendum in River Forest passed in 1998. The funds generated from the 1998 referendum were projected to adequately fund the school district's educational program for the next five years. Sound fiscal management allowed the school board to delay the need for this referendum an additional three years.

Without a referendum, District 90 is projecting that there will be a deficit of $3.8 million at the conclusion of school year 2008/2009.

A referendum is the only way to preserve outstanding public schools for our children and preserve the increased market values of our homes.
